Terminology is different in the United States. Only a licensed lawyer can practice before a judge. Notary only authenticates a signature and may administer an oath before signing or giving sworn testimony in a deposition. Bailiff is an assistant to a judge in the courtroom, acts like a sergeant of arms i.e. helps keep order in the court, Chartered accountants, I suspect is a certified public accountant( CPA). In the U.S. a CPA can represent people and corporations before tax courts, administrative tax boards.
